Armor of the Priest is a set of Cleric specific armor obtained through quests offered in The Temple of Solusek Ro. The level range for the quests are around the low 20s to mid 30s. The quests are offered by Blaize the Radiant and Gavel the Temperant.

This quest is given by Tonmerk Plorsin. He's located inside the Temple of Life in North Qeynos at -156, -693.

The merchant Linadian is located at -142, -545, 161 in Kelethin, two platforms over from the Scouts of Tunare (Rogue) Guild - alternatively - in West Freeport at loc (56, -299). A certain faction level, presumably with Kelethin Merchants, is required for this quest in either case. Dubious is not high enough.
This quest has been revamped many times from the original vanilla quest, which is due to the revamped zones in EQL.
